Farmersville Moves Fast To Keep City Money Moving After Signer Shortage

At a June 30, 2026 special City Council meeting, Farmersville leaders moved through a short but necessary agenda focused on who can approve transfers on key city investment accounts. The updates were meant to keep city business moving while the city waits for a city manager and new finance director to be in place.

TXSTAR Signers Get Emergency Update

Council approved a resolution updating the city’s TXSTAR account signers. Officials said only one of the three existing signers was still on file, and TXSTAR requires two approvals to move money between the city and the account. Mayor Craig Overstreet and Mayor Pro Tem Michael Henry were added, while Tabitha Monk remains on the account, giving the city enough authorized people to keep handling transfers.

TexPool Account Gets New Authorized Representatives

Council also approved a similar update for the city’s TexPool account. The change keeps Tabitha Monk in place and adds Mayor Craig Overstreet and Mayor Pro Tem Michael Henry as authorized representatives. With the same signers now able to act on another investment account, the city avoids delays when cash needs to be moved or managed.

LOGIC Account Signatures Are Reworked Too

The council’s third vote updated signers for the city’s LOGIC account, short for Local Government Investment Cooperative. The approved signers are Tabitha Monk, Michael Henry and Craig Overstreet. That lines up the city’s key investment accounts under the same temporary structure while the city waits to fill key administrative and finance roles.

In just seven minutes, the council approved all three account updates and made clear these are temporary steps to keep financial transactions moving. Officials said the signers will likely be revisited once a city manager starts and a new finance director is in place, setting up another round of account changes after those positions are filled.
